Which criminality? Using foreign aid type $$$$ to "bribe" US MSM outlets for positive coverage and smothering transparency and accountability efforts? Giving $$ to the org that pushed shampeaching Trump? Funding UNRWA's support of Hamas? Giving foreign aid type $$$$ to US-based orgs like the ultra-Prog Tides Foundation?
